During a House panel hearing, two Internet payment services executives told U.S. lawmakers that their Web sites meet safeguards against underage and compulsive gambling.  Regulating the online gambling environment would allow Americans to participate in online gambling.  There is currently a ban on banks making financial payments to offshore Internet casinos, as these casinos are illegal in the U.S.
